  5.     The pattern is being duplicated across the Vale of Kashmir,
  6. India's beautiful high mountain valley that is home to 4.6
  7. million people, the vast majority of them Muslims. Passionate
  8. young men who want an independent Kashmir or union with
  9. neighboring Pakistan call for a general strike and
  10. demonstrations. The police in turn impose a curfew. Protesters
  11. start throwing stones, and frightened police respond with
  12. rifles. Last week 16 unarmed civilians died that way, while
  13. militants killed three policemen.

  15.     The Kashmiris' grievance against the Indian government stems
  16. from New Delhi's failure to abide by U.N. Security Council
  17. resolutions calling for a plebiscite on the future of Jammu and
  18. Kashmir state. That issue has always smoldered, but local
  19. politicians say it was the widespread vote rigging for
  20. candidates favored by Rajiv Gandhi's Congress Party (I) in the
  21. 1987 elections that created a generation of committed young
  22. radicals ready to die for the secessionist cause. With the
  23. encouragement of V.P. Singh, the new Prime Minister, the state
  24. government recently attempted a display of good faith by
  25. releasing 47 suspected militants and by promising talks with
  26. the rebels. But for many Kashmiris, the time for demonstrations
  27. of good faith is long past.
